This save file has two islands unlocked but you can't ever get wanted unless you decide to go to Alderny. Im positive its gliched because I drove around the airport shot many cops wanted star free. Look at GTAForums topic for more info.
An update. Aldernty is now unlocked. The glich happend agein but now Alderny is open.
